Hesbard

While not geographically large or particularly densely populated, Hesbard has a reputation that rivals that of Ebos. This is due to its peculiar, wholehearted embrace of magic. This is one of the only places in the Splintered Kingdoms where magic is viewed by the common folk not with fear or confusion but with curiosity. The city funds a guild of magic-users known as Song of Owls (their symbol: a moon-and-stars wizard hat atop a glowing sphere of light). The city is primarily human, but forest gnomes are very common as well. Elves tend to visit in large groups and for many years, but relatively few are permanent residents. The population is happy and lives well.

Song of Owls is a very wealthy and selective guild started and run by Archmage Machi Xessin. Their inventions include the lightsphere, an insulated glass orb containing a wick with a continual flame spell cast upon it; sweepers, animated broomsticks that will obey simple commands; water-resistant scrolls, which evoke destroy water spells to absorb liquids contacting the scroll (this is still in the early stages of development and is known to suffer from troubles with the ink used to write anything on the scrolls…); and the Seven Winds Airship, a mainly mechanical contraption enhanced by spells such as gust of wind.
